iF they haven't descended by 6 months of age they are unlikely to at any time after that. They really shouldn't cause any problems in the short term, so if you plan to neuter him around 6 months thats great. However if you are waiting years then there is a higher chance of them becoming cancerous.
All that it means for your puppy right now is that is a bigger surgery for him than a regular neuter if they are truly retained within the abdomen. Even so they usually do just fine with the surgery.
