Is there any way to eliminate a beagles body odor

I am afraid it depends on the underlying cause. Is it coming from anywhere in particular? YOu need to make sure that his/ her ears are free from infection and teeth are ok. If its just the skin in general then it can often be due to a yeast overgrowth on the skin causing a very distinctive odor and there are certain medicated prescription shampoos that can help if used correctly and with the right frequency.
Does it improve with regular bathing? and if so how long does he/she stay smell free for? If you are bathing him/her you also need to make sure that any beds you use are also clean or you waste your time bathing!
If regular bathing isn't helping then you will be best getting the advice of your vet as to which shampoo will be right for your dog
