What can I do for my cats skin to help treat and prevent pet dander, "dandruff"?

There are a few things you can do to help your cats dandruff. There are medicated shampoos to treat this condition just like there is for humans. You can call your vet for a recommendation, there are several over the counter ones, or they may prescribe you something. To help avoid the dry skin, you may want to change your cats diet. There are foods that are specially formulated with the nutrients and vitamins that cats need to keep the coat healthy. There are also supplements. Again you can ask your vet for recommendations here. A natural remedy you can use at home as well is putting a small amount, (about 1/2 tsp) of extra virgin olive oil in with the cats food now and then. You could even change the cats diet all together to all natural food. This is what I did for my dogs and I have seen dramatic changes in the coat and in their energy level. You can find mant recipes for all natural pet dinners online.
