my 11 year old dog is acting as if she is in labor she is bleeding and losing fluids and heavy panting she is not pregnant so what could it be?

Sorry to hear about your dog.
Personally i would be inclined to take her to the vets as soon as possible.
It is difficult to say what it could be, but given the fact that she is not spayed it sounds like she may have a Pyometra which is an infection in the uterus. Some times these remain unseen as there is no discharge but as there is blood and fluid coming away from this area then a pyometra is possoble.
She need to be given intravenous fluids ( fluid directly in to the vein) as there will be toxins in the blood from the infection and more than likely she will need an operation to remove the Uterus.
The sooner she is seen the better for her and the less chance of complications.
Other things could be tumours, but i would take her and get her check out asap.
