Water and food go down but she she is acting like something is caught in her throat

    Has she had any radiographs taken? This along with a contrast (Barium/Gastrographin) could verify that there is no foreign body lodged or caught in her throat. Some dogs with respiratory infections cans also exhibit trouble swallowing.

    I would recommend taking her to a veterinarian for the above diagnostics, and possibly more if recommended. It is always better to be safe then sorry:)
