He may have an obstruction. Does he eat his toys? Rawhides?
A dog that cannot hold down water is in dangerous risk of becoming dehydrated. I would bring him to your emergency vet immediately.

Thank you so much for your response. He is 9 years old and does not eat toys or chew on rawhides to much. This just started this morning. He ate very well yesterday.

No problem -In a 9yr old dog it is difficult to pinpoint the cause without doing diagnostic procedures (bloodwork to screen the liver/kidneys; xrays; endocrine testing) so I wish I could help you more.
Again, if he continue to throw up the water, bring him in - that is the best advice I can give you. Once they get very dehydrated, their condition will become worse very quickly. If you find that he can hold down small amounts, try Pedialyte (unflavored) in the baby section of the grocery store. It's an electrolyte solution that will correct dehydration faster than water can.
