Hi there.  the first thing you have to do is assioate the bowl with all things good.  Have some treats in your hand.  next with the bowl you use for water make sure it is empty.  With your new puppy in the same room pick up the water bowl and make a big fuss over it.  Like it's the best thing since bread.  really make a big deal about it.  Set the bowl down as sono as your puppy goes towards the bowl drop a treat on the floor by the bowl.  As soon as he/ she eats the treat pick up the bowl.  repeat the process about 5-10 times until the puppy really starts to link all good thigs to the bowl.  Really make the bowl very valuable by giving quite a few treats the first time around and gradually decreasing the treats as you go.  By the time you have done this 10 times fill the bowl with water.  your puppy should be pretty thirsty.  The first time he drink from the bowl on his own reward your puppy very heavily, as many as 10 very good treats not his normal food I mean something he never usually gets.  He will get the hint.  This can happen pretty fast or it may take a little time but don't give up on him it will happen. Also do not use his water bowl for anything but water.  I hope this helps.
