The most likely reason for an inflamed eye which is slightly closed is conjunctivitis- inflammation of the lid linings. It's important though to rule out a foreign body in the eye socket- e.g. a grass seed or similar, or an ulcer on the cornea. If you try to wash out the eye with cool tap water you should be able to keep it from getting worse. If there is any cloudiness in the eye itself, or a change in appearance of the coloured part of the eye (iris) or other internal eye structures, he should see a vet straight away. Simple conjunctivitis might resolve without treatment if you keep bathing the eye, but if not your vet will probablyprescribe some drops or ointment.
