It sounds like Callie is very itchy. The first thing to do is check and treat her for fleas and ticks. If she is very itchy she may need some treatment from a vet to break the itch-scratch cycle. If she doesn't respond to treatment for external parasites e.g. fleas, ticks, mites, then she might have another allergy problem or skin infection which your vet can investigate and treat. There are shampoos you can buy to soothe the skin but be aware that these are not a cure, only symptomatic relief.
