This sounds like FAD (flea allergic dermatitis) You must treat for fleas routinley every month with advantage , frontline (please see www.entirley.com for the flea treatments) If you are routinley treating for fleas anyway then change the brand to a veterinary recommnded one, advantage, frontline etc.
The scabs are due to a flea bite allergy, that your cats are allergic to. This sometimes can become infected especially if there are open wounds, if this is evident please see your veterinary surgeon for some antibiotics.
It may also be a mite infestation which your local veterinary surgeon may be able to rule out with a skin scraping or fur plucking and examing under the microscope.
