Male Guinea Pig Behavior Normal?

My room mate and I have three male guinea pigs (1 older, 1 middle and a younter one). The two older guinea pigs LOVE to lick the younger one's penis (Who lets it to happen for a short amount of time)? Why is this?

    No specific reason I know of, if all are healthy
