My dog had a rash around his genitals and was treated with Prednisone, and Gentocin, now for the past few days he has lost bladder control, is this related?

It probably is related- the prednisolone causes increased thirst and increased urine production. It should settle down when the medication is finsihed. In the meantime take him out for extra toilet trips to empty his bladder.
