If my dog has a micro chip and some one found him, and ended calling me to let me know that they found my dog, but then tell me they will not give him back unless I pay them..... Is that illegal? It's basically keeping my dog for ransom.
Please advise.

Yes, it is illegal especially because in most states pets are considered personal property. I would get the persons address and name and tell them you will be by and not let them know you are bringing a police escort to reclaim your property. As much as i hate to say it animals are property in most states.
