Hi there
Diagnosing diseases in turtles is very challenging. When you start seeing symptoms at home then that is a sign that something might be terribly wrong. This is because they live with their problems for a long time without showing any symptoms. As he is not eating I think it is important that you take him to the vets. It might be worth finding your nearest reptile vet as a vet that is not specialised might not know what to do. I would advice to do a blood sample and an x-ray and then see if there are any abnormalities found.
