so what can be put on the rectal itch...home...vasaline, neosporen...etc?

First you need to find out what is causing the itch. It could be that the puppy needs to be dewormed or the analgland need to be expressed. I would suggest taking the puppy in for first check up at a vet and get them to either do a fecal or give you some dewormer and to check the anal glands. Hope this helps.
