Biting other dogs

We adopted Carmen from a shelter about 2 years ago so we don’t know her History. She is normally a well behaved dog with people and our other dog. When we try and socialize Carmen while on walks she becomes aggressive. She shows no sign (no growling or snapping) of Aggression until another dog is within biting range. Then she attacks, going for the face or throat. I’ve trying sitting her down and holding head in my hands as other dogs approach, but she still tries to attack.

Can you offer any advice to help Carmen be a more social dog? Our other dog is very social and loves to meet other dogs.

    Your first step should be to make sure Carmen understands that YOU are top dog.  I would highly advise getting the assistance from a professional behaviorist.  They will probably want to evaluate Carmen's behavior at home and while on walks.  There are exercises that can be done to aid Carmen and you to deal with social situations in an acceptable way so you are both happy when you go out on your walks.

    Check with your local training programs and make sure you are dealing with a behaviorist and not just someone who trains dogs by way of "classes."
