If your cat is not urinating, this is an emergency situation.  Male cats can become "blocked" - meaning that urine cannot pass and they can get very sick.  Veterinary attention is needed immediately.  Also cats cannot go very long without eating.  He should see his veterinarian as soon as possible.  In the meantime, if he is urinating, you can try to encourage him to eat with baby food or tuna - putting the food against his lips to stimulate him.
