Excessive scratching

We have two 5 month old yorkies and the girl is constantly scratching around her neck and ears. we first thought it might be ear mites, but have treated her for ear mites and figured the male would get the ear mites too if she had them. what could be the cause of all this scratching?

    More likely an ear infection than ear mites.  Ear mites are actually very rare in dogs.  They are almost always a cat problem.  You need to take them to the vet to have them examined to determine the cause of their discomfort and itching before it gets too bad to bear.  Possibilities are ear infection, fleas or possibly mites or mange.
