how can I get my dog to stop purposely holding his bowel movement when I know he has to go?

If you think he has to go, you can stimulate him. The easiest thing to use is a cotton swab. Just place it a half an inch in and move it around in a circle. That usually will stimulate the muscles to move so he can go.
