Itchy German Shepard

My parents have a 9 year old German Shepard that spends most of his time outdoors. He has developed a skin condition on the lower side of his stomach that itches him and the hair occasionally comes out in big chunks. Is it just dry skin or something more serious. Advise on how to treat him would be much appreciated.

    He could have a contact allergy, skin infection, flea allergic dermatitis, or hot spots. Each one of these requires veterinary treatment with medicated shampoos and antibiotics. If it is an allergic problem then some times Benadryl helps he could have 2 25mg Benadryl(plain Benadryl)twice daily. If that doesn't help then  would make an appointment at a veterinary clinic.
