There are no reliable over the counter treatments for mange in cats. There are several available that may do some good, but wont likely cure him. If this is all finances allow then look for a good mange treating shampoo at the petstore and bathe him every 3 or 4 days until you are able to get him in to see the vet. If he does have a regular vet who has examined him within the last year you should be able to purchase "Revolution" through the vets office if they have it. It is a topical flea and heartworm product for cats that will treat scabies. Either way do the best you can and try to get him in to see the vet as soon as possible. This is a very uncomfortable condition which, although not really life threatening, will continue to deteriorate and cause other problems until its treated.
