congratulations on your new puppy.
It is normal for a puppy's belly to look swollen after he eats but then it should go down.
However if it still persists my suspicion of worms increases. Even though she has dewormed him it doesn't mean that he doesn't have worms. The typical dewormers that are used for this don't get every type of parasite ( usually only work for roundworms and similar parasites not for coccidia or giardia), so he needs a fecal sample checked by your vet ( make sure they check for a parasite called giardia too as this is very common and often missed). By checking the stool sample your vet will be able to direct therapy more effectively
