my cats got my gerbil and scratched him up along his back he is now very limp and shaky can I save him and what can i do

I would suggest bringing him to your veterinarian or a veterinarian that specializes in exotics/pocket pets as soon as possible. Even if he seems to be stabilizing and recovering, he will be susceptible to infection in his scratches. Gerbils that are stressed and injured can be fragile health wise, and a veterinarian exam is needed. I hope this helps and that he pulls through!
