My chihuahua/rat terrier mix has sniffles really bad, and it sounds like she's drowning when she breathes in. She has asthma, and when I gave her a whiff of her inhaler, it stopped, but the sound was not like her "normal" asthma.

Hi,
Breathing problems in pets have to be taken seriously as some of the possible diagnoses are life threatening. I would definitely want to have a good listen to your dogs chest to see if there is any fluid in there, though that is more likely to cause a cough, you need to rule out heart failure. If the noise is coming from the upper airways, then Dinky Dog probably has a respiratory infection (basically a cold), which would need antibiotics if it was severe enough.
Good luck
