My 6 month old kitten was seen by a vet 5 weeks ago and told to see the vet again this week as he needs neutering but one of his testicles was not descended. The vet said if it this had not happened Rocky might need a laparotomy. Is it normal in tom kittens not to have both testicles descended?

No, it is not normal.  It happens in people as well.  He should not be neutered until he is at least 6 months of age.  Neutering before then can predispose him to feline lower urinary tract disorder (blocking).
