What does it sound like?  If its a sneeze or wheeze, then its not normal and may be a sign of illness.  Rats do sometimes grind their teeth and this can make an odd noise.  If its a clicking or grinding type sound then its nothing to worry about, but if it sounds like its produced while breathing he needs to see the vet.  ~D

Odd noises from the nose are often signs of a respiratory infection.  Also, watch for a red-brown discharge, called Porphyrin, from the nose and/or eyes as this is a sign of stress and/or illness.  Any amount of wheezing, sneezing, or labored breathing needs to be assessed by a veterinarian.  There are some magnificent listings on different ratboards via yahoo.  Also, look for a vet that specializes or is at least familiar with treating small animals and exotics.  Rats, as stated in the previous reply, do grind their teeth when very relaxed or happy.  This sound is called a brux and is akin to a cat purring.  Also, some rats chatter their teeth when aggravated as well.  But, if there are noises coming specifically from the nose, I would most likely assume there is an illness. Luckily, respiratory infections are easily treated with antibiotics. Good Luck!
