my friend just gave me a 1 yr old female pomerainian dog and she has a bald spot on her head between her ears and its dry and flakey with dry white bumps also what could it be and should i be concerned?

Skin conditions are notoriously hard to diagnose without seeing the condition, It could be a parasite eg mites or even ringworm. it is probably best to have her examined by a veterinary surgeon to rule these out.
