I would take him to your vet right away. Bloody stools and lethargy can be symptomatic of many things in puppies - none of them should be waited on! He might have intestinal parasites, a stomach bug, or Parvo. Your vet will be able to test your pup for parasites - if it's positive, you'll get a simple dewormer treatment and your dog will be fine. If it's enteritis or colitis (inflammation of the stomach/intestinal lining), you'll get some GI antibacterial meds and soft canned foods. Your vet can also test for Parvo (which I STRONGLY recommend - like, today!), and if it's positive - your pup will have a 50/50 chance for survival.
Parvo is a nasty nasty disease and can be fatal without treatment. Typically dogs with parvo are hospitalized anywhere from 3 to 10 days, depending on how bad things are. They get loaded with IV fluids (all that diarrhea and vomiting dehydrates them very quickly), antibiotics, and GI meds - and hope for the best. Some dogs pull through, some aren't so lucky. :[
I hope James is alright - I'd take him to the vet as soon as possible and get him tested !!
