Sometimes this can be a training issue. It's easy for them to become confused about where and when it's ok to go. The way to solve this is to very consistently use a particular word or phrase of your choice to teach them to go to the toilet, and praise them when they do. Be sure to only use the cue word only after they've started to go until they associate it with the action. If you practice this at home in different places, she will start to understand, then you will be able to use it anywhere. Keep rewarding the desired behaviour and you should get there. Absolute consistency is the key. Hope this makes sense- good luck!
