i noticed a red spot with a puss looking center last night on his underbelly area near the penis. this morning it was a larger red rash/bruise looking area with no puss center?

This sounds like puppy pyoderma and is very common. If the rash and spots are spreading and itchy it may be best to get him checked. If it is local and not causing any concern it may be best to monitor it for now. If in doubt though pop him to your vet.
