My chihuahua has little bumps around her eyes but not on her eye what is this and how do i treat it?

Is hard to say what it is without seeing what the bumps look like. Are they smooth or rough? What color are they? How many are there? One eye or both eyes? Are the bumps on the eyelid? Do they have hair on them? Are they on the haired part of the eyelid or on the margin?
