Thats depends on whether the area is showing any other signs. Is she itching in this area? Is the skin thickened there? In a younger dog it could be several things. One skin issue that would need to be ruled out would be demodectic, sarcoptic mange. These are both mites and one is contagious (sarcoptic) while the other is hereditary (demodectic). A simple skin scrape can rule these out. It could also be a sign of an allergy. Is she itchy anywhere else or chewing on her skin? Your veterinarian will be able to determine which it is. Although it could also be normal for her if it is not causing her any problems. Both mange mites tend to be somewhat itchy with sarcoptic mange being very itchy.
