My dog's forehead is frequently hot without reason. She presents no symptoms or distress. As quickly as it appears hot, it returns to normal temperature. Is she suffering from hot flashes or what?

Hi, Just like in people, the forehead can 'feel' hotter or colder depending on whether the superficial blood vessels are dilated and near the surface (giving the 'hot' feel), or contracted and deeper (colder feel). The status of these blood vessels, as you suspected, is under hormonal control. If your dog is bright, active, eating & drinking normally and not exhibiting any other symptoms then you needn't worry.
