Hi
Because he can't reach the rest of you. This is not always a sexual behaviour and is sometimes quite a challenging one so just calmly walk away. Do not tell him off or get cross just prize him off and walk away with no eye, voice or physical contact. Be quite serious about it all, head up, stiffen your body a bit and walk out of the room. Come back in and if he does it again, repeat until he stops.
This hopefully will stop any embarrassing behaviour when he decides to do this during a family get together.
It's quite a common behaviour with small rat type terriers.
Best wishes
