If the scabs are tiny, it's called milliary dermatitis. The number one cause for this is fleas. Just because you do not see any fleas does not mean he does not have fleas. Cats are very good groomers and will often remove any evidence of fleas before we can see them. If he is not on a flea preventative, he should be. Stay away from the over the counter products, they have lots of side effects and cause more harm than good. Feline Advantage is very safe and effective, Revolution is also a great product and will protest your cat against heartworm disease as well. This could also be caused by allergies (to pollen, food, or both).
