We just had our puppy neutered last Friday, so it has been 4 days. We have been keeping the cone on him the majority of the time but the second it's off it's like he can't control licking it, even if you tell him no or turn his head. His Whole belly is really read and looks like a really bad rash. He also kind of nibbles at it. Is this normal and is there anything we can do to relieve it?

He could have had a slight staph or skin infection before he was nuetered;it was just his immune system was keeping it "in check." When an animal's body is exposed to the stress that is any surgical procedure the immune system begins to focus on the surgery and ignore the skin infection. I would bring him back to your RDVM to grab some antibiotics.
