There are many things that can cause itching and scratching in dogs. Since this is an older dog, if this is the first time she's had this issue, allergies is unlikely. She may have anything from fleas, to a skin infection, to disorders of her immune system. She should be examined by a veterinarian to determine the underlying cause.
