my dog has hair loss around and under his left eye also a green discharge in the tear duct....whats wrong?

Hi
Your dog probably has simple case of bacterial conjunctivitis, requiring topical antibiotic ointment. However, if the eye seems red and sore, then he must be examined by a vet in case he has a corneal ulcer, which would need urgent treatment.
If the eye isn't sore, you can try cleaning it (and the skin around it) with cotton wool soaked in salty water.
