i woke up today, and found his one eye is slightly bulgy and has a cloudy and white coloration to it. Any ideas what it is and what can i do?

Hi there, sounds to me like he needs to see your vet. All eye conditions should be checked by a vet.
He probably has a corneal ulcer (the cloudiness) which can be a primary problem or secondary to something else (like trauma)
