this may be a consequence of either an itchy anus (related to inflammatory bowel problem / diarrhea / others) or impacted anal glands. He will need to be checked by your vet

Every day I see pets come into my clinic injured and unwell. Its always so upsetting knowing that treatment could be taken a lot further only if the owner had taken out pet insurance. You have health insurance, so should your pet... Dr Brooks

Has your dog been wormed recently?  Often a dog will rub their anus along the ground from the discomfort of parasites.  Also, it could be an impacted gland or an infection.  I've seen infections due to anything from mild injuries, cancer and diarrhea to something as simple as they ate the wrong snack and it irritated them on the way out.  I would advise simply giving him a bath (if it was an irritant he came in contact with it will be resolved) then taking him to your vet.  I would also think you might consider screening for allergies.  I wish you the very best.
