Our cat has developed small bumps on the skin of her head and neck. They are increasing in number and size. She is an indoor only cat, is declawed, and is an only pet. Some of them seem to get scabby and lose the scab.

Have you treated your cat for fleas recently? If not I would do this first, it would be wise to use a spot on that also kills ear mites as these can cause a cat to scratch at its ears, in doing so traumatising the skin around the head and neck. The scratches tuen into little scabs like you describe. You would need a spot-on that can't be bought over the counter, ie a prescription medication.
Don't assume that just because she is indoors all the time she can't have fleas - though she is at a lower risk of getting them, they can be brought into the house on your shoes sometimes.
