My dog has been lathargic all day. He seems to be breathing hard and his appetite has diminished.

Lethargy by itself is not too much of a concern as long as Kirby is eating and drinking fine, his stools are normal etc. If possible I would check his rectal temperature with a thermometer, this is often a good indication as to whether they are coming down with anything. It should be no higher than 39C. Breathing difficulties are a worry, if this is really the case, you should take him to a vet.
