Just because we don't see them doesn't mean they aren't there. He needs to be on a flea preventative to be certain that they aren't having an effect on him. Comfortis is a new once-a-month by mouth tablet that prevents fleas for 30 days. It's very affordable. Frontline would be my recommendation for a topical application that works for 30 days.
Another thought would be that your pet may have a food allergy or an inhalant allergy. I would explore a flea problem before suggesting food trials or dermal allergy testing.
