My roommates dog has been vomiting for 24 hours he is not eating but does drink water. He has also had diarrhea for this period as well. He is lying quietly and will walk outside when I take him. He is a chiuaua so i am concerned about dehydration and if I should bring him into the vet

This sounds like gastroenteritis and you are right in being concerned about dehydration. Water loss from vomit and diarrhea can lead to dehydration quickly especially in smaller dogs. I would suggest seeing a vet to see whether antibiotics and sub Q fluids are indicated at this time.
