New Behavior

Chiquita

My 10-year-old Chihuahua Chiquita has recently developed some new behavior. Last night she was scratching frequently, so I applied a flea medication. Today, however, she is constantly coughing and hacking, seems to be demonstrating a nervous/excited behavior which is unusual in her, and I noticed her right hind leg would have uncontrollable spasms, kicking etc. I'm not sure what is going on but I know that something must be not quite right.
Any advice/opinions would be much appreciated.
