Is she scratching at her neck or is it irritated? Is she on any topical flea prevention? These are things that could lead toward the possibility of her having fleas. Even if you don't see them it doesn't mean they are not in the environment. It only takes one flea bite to cause her to scratch and get a Flea Allergy skin reaction/ infection. Flea collars and shampoos don't work all that well because they threat only the adult fleas and eggs that are on the skin at the time. Topical flea/tick treatments that are purchased in a veterinary hospital (like FRONTLINE Plus) is highly effective, treat all the life stages of the flea life cycle, is water proof and safe. Some flea treatments in pet stores contain chemicals that have been shown to cause allergic reactions and sometimes toxic. The hair loss could also be due to an external parasite (Skin mites), a fungal or bacterial infection which can be easily treated if diagnosed and caught early by a licenced veterinarian. Here is another possibility- Does she wear a collar? As odd of a question as that is, sometimes if the collar is too heavy and a little loose the weight of it could rub constantly on the area and rub the hair away. I hope I helped and thank you for your questiion.
