lethargic dog

I adopted a Bichon Frise in April and have had several problems, mostly itching and biting himself. He was diagnosed as obsessive compulsive by the dermatologist. They had him on prozac and cyclosporine capsules to stop his biting. It worked, but after a while he got very letargic, so I weaned him off of both meds. Since then he is normal and energetic at times, and sometimes he's lethargic and wanders around the house aimlessly. In the last week he has started to pee (very yellow) and poop in the house, he wanders in large circles in the house, he's VERY letargic, and he even looks like he's going to go to sleep while standing up. He also seems to be drooling (which I didn't notice before), and now the white hair around his mouth is brown. This dog has cost me over a thousand dollars already, and I'm not working right now. I plan to take him to the vet today, but would like some ideas about what it could be.
