my bichon

I have a 5 year old bichon, sweet and never ay problems...tell now. he first had fleas, after getting rid of them, he continued to bit at himself. He was and is biting his tail so badly that it bleeds. took him to the vet, was given antibiotics,non itch meds. After a few weeks, the vet put Dublin on prozac. He is almost absessed with his tail, bits at it, looks at it all the time. There are no more fleas. The prozac has helped him a bit, As he even ran away and now he will not. When we try to do anything with his tail, ie,put vasoline on it with cotton, or wrap it, it cries....We have tried a shade and he just goes "crazy" walks around in circles and will not stop walking. What can I do, He can not stay like this. thank you...(the end of his tail is raw, no hair and bleeds)
