I am sorry for the late response to your question. At 7 month, it is safe for your dog even if he is a small dog. Usually at the safest age for a chihuahua to get neutered is 6 months old. This is to let the puppy to grow enough to be able to handle the operation. There are lots of benefits in neutering your dog at early age. It will make your dog more relaxed, calmer and less aggressive. Take care and good luck.
