The common cause of facial swelling (that includes the eyes and other areas in the face) in dogs are allergic reaction, infection, muscle inflammation and hematoma. Cancer can also cause facial swelling. For the meantime, you can apply cold compress in the infected area to relieve swelling. There are a lot of causes why a dog drinks a lot of water. Eating salty food can make a dog drink a lot. In some cases , stress can also be a factor. There are also diseases that can caused excessive drinking. Kidney failure, diabetes, hormonal problems, liver disease, high blood calcium,  abnormalities of the pituitary gland and other diseases like Cushing disease. Heavy panting may be due to pain and also a sign of Cushing disease. As a precaution it is best to consult your local vet for the right diagnosis so that the proper treatment and medication can be carried out to your dog. I hope I answer your question. Take care and good luck.
